Paratransit is a complementary service required under the Americans with Disabilities Act (ADA) for individuals who cannot use fixed-route public transit systems like buses and trains due to a physical or cognitive disability. Eligibility is not based solely on a medical diagnosis. Instead, it focuses on functional ability: can the person independently board, ride, and disembark from accessible fixed-route vehicles under specific conditions?
There are typically three categories of eligibility:
- Unconditional, or eligible for all trips
- Conditional, or eligible only under certain conditions, like weather or time of day
- Temporary, for short-term needs

- Paper-based applications, with or without assessments
- Electronic/app-based applications, including through our Mobility Direct platform
- In-person interviews and functional assessments
Our in-person assessment model stands out, as these assessments evaluate real-world abilities in actual transit environments. Mobility Assessment Evaluators use proven tools like the Functional Assessment of Cognitive Transit Skills (FACTS) test and methodologies from the National Transit Institute and Easter Seals Project ACTION. This helps our evaluators determine environmental, architectural, and personal barriers accurately. In-person assessments provide higher accuracy, reduce bias, and offer a fuller picture of each person’s needs compared to paper-only processes.
Mobility Direct: Streamlining the Process
To make ADA eligibility more efficient and accessible, MTM Transit developed Mobility Direct, our proprietary technology platform designed specifically for ADA paratransit certification.
Mobility Direct automates key steps of the certification process, including:
- Online application intake
- Scheduling for interviews/assessments
- Medical provider verifications
